      Hello, and welcome to The Clemency Action Committees website. Thank you so much for stopping by and taking a moment to read about who we are and what we represent. The clemency action committe is a grassroots concept that is currently researching avenues of release for those sentenced to life or those that have a sentence equivalent to life in the state of Arkansas. If we come together , we have a substantial voting block on our side. Currently there are approximately 14,0000 prisoners housed within the Arkansas Department of Corrections. We now estimate that approximately one third ( about 4,500) of these prisoners have life or equivalent sentences to life. Many of these inmates have asked for executive clemency and been denied. Records will show that some of these inmates are recommended for clemency -some multiple times- by the Board of Parole, only to be denied by the Governor. The Governor's decison is non-appealable.

 

 

 

 

 

 

 

 

 

  

 

                        

  

 

Where is the wisdom in having a qualified seven member executively- appointed Parole Board make a major decision for clemency only to have the Governor repeatedly veto their recommendation? Is there logic in appointing highly-qualified, handsomly paid people to perform an advisory service and, in most cases, ignore their professional advice? The only logical reason for the Governor to take this stand, is politics. It is believed that it can be a political disaster to release prisoners via clemency, especially those convicted of violent crimes.

 

 

 

 

 

 

 

 

 

  

 

 

Consequently, a Governor's decision on clemency matters is often made, not on the merits, but on the possible damage it can do to their political career.  

Statistics show that those that have spent the majority of their   lives in prison have gained the most from prison, are the least likely to return, and  are the most likely to succeed if released. It has been a common practice to release those convicted of felonies that have done the least amount of time, yet it is these individuals that have maintained the staus quo regarding the recidivism rate within the Arkansas Department of Corrections.
